Session level - Sequence Reset 35=4

Hi
I have a question regarding the NewSeqNum tag 36 on a Sequence Reset message.

If the requestor sends a Resend Request
35=2 , 34 = 5,7= 8 , 16=0
and the sender responds with a Sequence reset (35=4)
35 =4, 34 = 10, 43=Y, 36 = 10

In this case NewSeqNum is used by the sender to indicate the next Sequence No that will be sent by him right ? or does it indicate something else

Also in this case since the sender has already sent 34=10, should'nt his NewSeqNum be something higher than 10 ?
