Yes, you can have UserDefined administrative (session level) messages.

Note: A "U" as the first character in the MsgType field (i.e. U1, U2, etc) indicates that the message format is privately defined between the sender and receiver.

In the above, there is no mention of any restriction for the purposes for which UserDefined messages can be used between consenting counterparties.
