Cancel Request without OrigClOrdId

Is there any scenario under which I might receive an Execution Report without its OrigClOrdId (Tag#41) set? I am working at making an open-source FIX Engine interoperable with our existing system and am working under the assumption that both ClOrdId and OrigClOrdId will ALWAYS be set in an Execution Report sent as confirmation of cancellation i.e., when it's ExecType and OrdStatus tags are set to 'Canceled'.
